Owing to the Christmas Break and leading up until the next scheduled meeting of the
Planning, Regeneration and Environment Committee on 19 January 2021, the following
13 planning applications received since the last committee meeting held on 8 December
2020 will be considered under Delegated Powers and taken by the Chair of the
Committee in conjunction with the Planning Clerk, the Vice Chair of the Committee and
the Committees and Ryde Place Plan Co-ordinator.

Proposal: Proposed single storey rear extension with balcony over to include
privacy screens
COMMENTS
Neighbour at 114 Great Preston Road (to the left of property looking on to
112) has raised a comment stating that they would not object to the
application should suitable screening be in place to allow for privacy.
We would therefore propose that RTC recommends approval subject to
two screens being fitted on each side of balcony.
RESOLVED:
THAT Ryde Town Council raises no objections to the application subject
to two screens being fitted on each side of balcony in order to provide
adequate privacy to neighbouring homes.

Location: Land North of Woodland Close and Adjacent Cedar Lodge and

Proposal: Outline for up to 50 residential dwellings (with details of access),

COMMENTS
This is a readvertised application with revised road widening and access
(as outlined in their response to Island Roads initial concerns). Although
not technically in a Ryde Ward, RTC did discuss the application at its
meeting on 17 November 2020 owing to its close proximity and its impact
on Ryde and objected to the original application on several grounds.
We note that the comments by the developer on addressing road widening
does not appear to alleviate the original concerns raised by RTC around
poor pedestrian access and prejudicing against non-vehicle owners .
There is also still no indication on addressing affordable housing
provision which was a major objection raised by RTC and Nettlestone and
Seaview PC.
We also note that since RTC commented originally, there have been 73
objections (as of 18 December 2020) from members of the public as well
as concerns raised by Natural England, the Isle of Wight Bat Group,
Michael Burroughs Associates Limited Planning Consultants
(who
submitted a very comprehensive report with strong objections regarding
eight designated heritage assets) and the Nettlestone Village Residents
Association
We would therefore propose that all of the reasons RTC submitted on 24
November 2020 should remain in place and that we add nothing more to
those.

submitted on the 24 November 2020.

COMMENTS
Application seeks to amend condition 4 of original planning decision. We
would surmise that the original reason for the annex was for the provision
of a home for a relation of the applicant to reside and that this purpose is
no longer required. We would also request that appropriate payment to
Solent Protection Area (SPA) is agreed.
We see no reason for RTC to object to this and there are no concerns from
the public or statutory consultees. We would therefore recommend
approval subject to the appropriate SPA Payments being agreed.

COMMENTS
Island Roads have approved the application and stated that the metered
‘on road’ parking provision in George Street is suitable for this site and
there is also access to both flats for bicycles. The application also
addresses housing requirements as set out in the Island Plan.
What isn’t clear is if there is suitable waste bin storage for each dwelling.
There should also be assurance that the appropriate SPA payments are
agreed.
We would therefore recommend conditional approval, subject to
confirmation of suitable waste bin storage being provided for each flat and
that the appropriate SPA payments are agreed.

COMMENTS
This is the former plumbers shop which is to be converted into flats.
Provision of waste bin storage is confirmed in the application as well as
provision for eight bicycle parking spaces. RTC does request that SPA
payments are agreed.
We would therefore propose that RTC raises no objection, subject to SPA
payments being agreed, as it addresses housing needs and is on a ‘Brown
Field’ site.

COMMENTS
This application is supported by a Heritage Statement which states that
as the building is within the conservation area, the application will adhere
to Policy PPS6 (will be sympathetic to the surrounding area). There also
appears to be no intrusion on neighbouring properties. There has been no
objections from the public.
We would therefore recommend that RTC raises no objection

COMMENTS
This application is to provide storage facilities for the farm. Island Roads
have given conditional approval (see pages 4 and 5 of their report).
We would therefore suggest that RTC recommends approval subject to
the conditions raised by Island Roads being observed.

COMMENTS
We see no issues with this application. It looks to enhance the school with
an aim of providing improved performing arts facilities.
The Design and Access statement suggests no significant impact on the
surrounding Grade ii buildings. We would therefore recommend that RTC
raises no objections.

COMMENTS
This seems a straightforward conversion of a garage at the front of the
property to a new habitable room for the residents of the house. No
