Members of Ryde Town Council are hereby summoned to attend an
EXTRA - ORDINARY MEETING of RYDE TOWN COUNCIL to be held on
Wednesday, 26th August 2020 at via the Zoom online platform commencing at
6.00 PM for the purpose of transacting the business set out in the agenda below.
1.
APOLOGIES
To receive apologies for absence.
2.
DECLARATIONS OF INTERESTS
To receive any declarations of pecuniary or non-pecuniary (personal) interests
relating to items on the agenda.
3.
REQUESTS FOR DISPENSATIONS
To receive and consider granting any written requests from Members for
dispensations in respect of disclosable pecuniary interests (NB: Request forms
for other dispensations are available from the Clerk).
4.
EXCLUSION OF PUBLIC AND PRESS
To agree to exclude the Public and Press.
In view of the confidential nature of the business to be discussed it is
advisable in the public interest that the public and press be temporarily
excluded for the following items and they are instructed to withdraw - in
accordance with Public Bodies (Admission to Meetings) Act 1960 s1 (2) and
Standing Order 26 and 53(a).
5.
FORMER ST THOMAS’ CHURCH BUILDING

I. That Full Council accept the positive recommendation of the Acquisition
and Commercialisation Committee to purchase the former St Thomas's
Church, St Thomas Street, Ryde and duly approve the acquisition for a
total sum not exceeding £200,000, excluding costs.
II. Full Council authorise the Clerk of the Council to undertake all operational
actions and duties involved in the transfer of property ownership from the
current owner to Ryde Town Council.
The purchase will be subject to satisfactory due diligence including
satisfactory conveyancing, surveyor and commissioned reports.
6.
PUBLIC WORKS LOAN BOARD - BORROWING APPROVAL
I.
That Full Council agree to seek the approval of the Secretary of State
for Housing, Communities & Local Government to apply for a PWLB loan
of £260,000 over the borrowing term of 30 years for the costs of
purchase, alterations, repairs compliance and upgrade of St Thomas 's
Church, Ryde. The annual loan repayments will come to around
£12,235 It is not intended to increase the council tax precept for the
purpose of the loan repayments.
II.
Full Council agrees to authorise the Responsible Financial Officer to
undertake all necessary work to enable loan completion.
III.
The Council agrees that the costs associated with completing the
purchase be taken from reserves.

III.
To approve and sign Section 2 of the Annual Return for the year ended
31/03/2020 (Accounting Statements) (Appendix 3)
IV. To confirm the period for the exercise of public rights.
