MINUTES OF RYDE TOWN COUNCIL’S
FACILITIES AND ASSET MANAGEMENT COMMITTEE HELD ON
TUESDAY 8th JUNE 2021 AT 2.00PM AT RYDE METHODIST CHURCH

ELECTION OF VICE CHAIR
Cllr Michael Lilley nominated Cllr Jo Park to be Vice-Chair and Cllr Jenna Sabine
seconded. The committee then voted for this proposal.
RESOLVED:
THAT Cllr Jo Park be elected as the Vice Chair of the Facilities and Asset
Management Committee.

MINUTES OF THE LAST MEETING
The minutes of the previous meeting held on 27th April 2021 were reviewed.

GENERAL UPDATES
i. Ryde in Bloom 2021
Ryde in Bloom is live, seeds have gone to several schools and applications are coming
in.
Ryde in Bloom will now be moving the Marketing Sub Committee for future updates.

ii.
Western Esplanade Toilets
These toilets are in the new gateway plan and are going to be demolished and be
relocated to be within the proposed new train station building. RTC have asked for
reassurance that the toilets will still have disabled and night-time access as these are
well used by the community of Ryde. Consultation for the gateway is due to commence
in July 2021 and run for a six-week period. The final decision on the go ahead of the
scheme will be taken by the Isle of Wight Council’s Cabinet.
iii.
Appley Tower Leak Issue
RTC have been in conversation with IWC Officers regarding the large water bill it
received in January 2021 and the IWC have since fixed the leak. However due to the
repairs taking more than 30 days, RTC were not entitled to be reimbursed by Southern
Water. The case is still open with Business Stream and a resolution is being pursued.
iv.
Appley Toilets Draining Issue
RTC were having issues with drainage at Appley Toilets which lead to closing them
multiply times. The Town Council had the pipework fully descaled and have trialled a
thinner supply of toiler roll. Since then there have been no issues with the toilets open
as usual.

St Thomas’s Church
The outer roof repairs have been completed, and the next steps are to appoint an
Architect.
vi.
Vectis Hall
RTC have had an assessment of significance completed by Lee Byrne of the Isle of
Wight Council and RTC are currently waiting for the results. In house gardening to the
front of the building will also commence soon.
vii.
Allotments
RTC have brought a strimmer to start completing in house jobs and help save money.
There have been several counts of anti-social behaviour at Quarry Road which is an
ongoing issue. All allotment rents are now paid due to slow payments over the COVID-
19 period. The Town Council are still looking into who owns the land next to Quarry
Road to provide disabled access as well as looking into the potential of having Toilets
on site for Network Ryde outreach sessions.
Allotment Officers will be providing dates and times for allotment tenants to be able to
meet officers onsite to discuss any issues that they wish to.
viii.
Beach Management
Brighstone Landscaping have started beach cleaning and have been able to move
some of the built-up sand from the harbour end of the beach to Puckpool to help level
out the beach for the summer.
RTC extended the lookout at the Lifeguard Station to allow more space for lifeguards
to carry out duties.

Network Ryde
Network Ryde are still working within COVID 19 guidance, so they can have ten people
in the building at any one time on a booking system. Allotment Sessions are still
ongoing and so far, there are two for Ryde Academy students and two for Network
Ryde members.
Network Ryde are going to be providing a “Summer of Fun” for students over the
summer period with activities which students can choose for themselves.
x.
Decorative Lighting Contract
At the last committee meeting councillors decided on using NDLE as contractor for the
Decorative Lighting/Motifs and Displays on a four-year agreement. RTC are looking
forward to brightening up Ryde for its residents and visitors in the years ahead.

Security Contract
RTC are currently out to tender for a new security contract to cover all facilities. The
Town Council have so far received one sealed response with the end date being the
15th of July 2021.

IT Maintenance and support
32/21 RYDE SKATEPARK
Ryde Town Council informed councillors that a contractor has been appointed to start
works on Ryde Skatepark and the Town Council are just waiting on material and an
estimated delivery time which will then be published on its social media platforms.
RESOLVED:
THAT the demographics of the Task and Finish group would commence as soon as
possible, and discussions can then start between, Councillors, Officers,
Stakeholders and Skatepark users.
