All Members are summoned to attend a FULL COUNCIL MEETING held on
MONDAY 31 JANUARY 2022, at GARFIELD ROAD, METHODIST CHURCH, RYDE,
commencing at 7PM for the purpose of transacting the business as set out within the agenda below.
AGENDA
PUBLIC QUESTIONS
Prior to the Council meeting commencing there will be a public forum of up to 15 minutes, if necessary,
when there will be an opportunity for members of the public to ask questions of the Town Council
regarding matters on the agenda.
1. APOLOGIES
To receive apologies for absence.
2. DECLARATIONS OF INTERESTS
To receive any declarations of pecuniary or non-pecuniary (personal) interests relating to
items on the agenda.
3. REQUESTS FOR DISPENSATIONS
To receive and consider granting any written requests from Members for dispensations in
respect of disclosable pecuniary interests.
4. MINUTES
To take as read and confirm as accurate the attached minutes of the meeting held on
Monday, 1 November 2021 and Tuesday, 21 December 2021. (PAPER A )
5. MEMBERS’ QUESTIONS
To receive any questions from Members concerning the business of the Town Council or
about a matter affecting the town but which is not included on the agenda for the meeting
or is not otherwise before the Council.
6. MAYOR’S ANNOUNCEMENTS
To receive any announcements from the mayor. (PAPER B )
7. CLERK’S UPDATE
To receive an update from the Clerk regarding the following:
i. Grant Applications
ii. Ryde Harbour Acquisition

8. BUDGET SETTING AND PRECEPT REQUEST
i. To receive the budget report from the RFO. (PAPER C )
ii. To receive the budget setting and precept recommendation from the Finance
Committee meeting held on 18 January 2022 (PAPER D )
iii. To consider and agree the budget and precept request for the financial year
2022/23.
9. PLANNING, REGENERATION AND ENVIRONMENT COMMITTEE
i.
To receive the attached minutes of the Planning Committee meeting held on 9
November 2021 and 30 November 2021. (PAPER E )
ii.
To note the resignation from the Planning, Regeneration and Environment
Committee of Cllr Karen Lucioni and to elect a replacement.
10. FINANCE AND COMMUNITY RESOURCES COMMITTEE
i.
To receive the attached minutes of the Finance Committee meeting held on
ii.
To note contracts which are up for renewal before 31 July 2022
iii.
To grant delegated authority to the Clerk to award the contracts in accordance with
the awarding criteria.
iv.
To note the appointment of Cllr Cooke to the Grants Sub-committee.
11. FACILITIES AND ASSET MANAGEMENT COMMITTEE
i.
To receive the attached minutes of the Facilities and Asset Management Committee
meeting held on 8 June 2021 and to consider any recommendations arising from
the meeting held on 7 December 2021. (PAPER H )
ii.
To agree a Contract waiver for the St Thomas’ roof repair contract as recommended
12. MEMORANDUM OF UNDERSTANDING PORTSMOUTH UNIVERSITY
i. To agree in principle to enter into a Memorandum of Understanding with
Portsmouth University.
ii.
To delegate authority to Officers to agree terms and develop the document.
13. ARMED FORCES COVENANT
i.
To consider and agree to sign the Armed Forces Covenant (PAPER J )
ii.
To consider joining the Defence Employer Recognition Scheme.
14. WESTERN GARDENS - SURRENDER OF LEASE TO THE ISLE OF WIGHT
COUNCIL
To agree to surrender the lease on the Western Gardens Toilet Block from 31 March
2022 to the Isle of Wight Council. (PAPER K )
15. HARBOUR WORKING PARTY
i.
To appoint members to the Harbour Working Party
ii.
To note the amended terms of reference for the Harbour Working Party.
16. VISIONING DAY REPORT
To receive and note a report on the Visioning Day held on 25 October 2021.

17. NETWORK RYDE CHARITY
i.
To agree to the setting up of a charity to create projects which benefit local young
people
ii.
To delegate authority to officers to set up the charity in consultation with the Chair of
the Network Ryde Management Sub Committee
18. NOTICE OF MOTION 01/22 QUEENS JUBILLEE HONOUR’S AWARDS
To consider the motion submitted by Cllr Lilley 01/22 (PAPER M ).
19. DATE OF THE NEXT MEETING
To note the date of the next meeting is scheduled for Monday, 7 March 2022 at 7pm in
the Methodist Church, Garfield Road, Ryde.
