SUMMARY
This report provides members of the Planning, Regeneration and Environment Committee with an overview of the meeting between officers and members of Ryde Town Council and officers of the Isle of Wight Council and Island Roads, along with the outcomes of the discussion held.
BACKGROUND INFORMATION
In 2020 Island Roads started reviewing the Traffic Regulation Orders (TROs) on the Island on behalf of the Isle of Wight Council, on a District-by-District basis. So far, the District 1 TROs (Cowes / East Cowes) have been finalised and agreed by conducting both informal and formal consultations with a final decision on the proposals made by the Isle of Wight Councils Cabinet at its meeting on 16 December 2021.
Ryde falls within the District 3 TRO review and is based on improvement requests previously raised by the Town Council, residents and businesses that were received up to the end of 2020. All requests were subsequently assessed by Island Road’s Road Safety Engineer and appropriate TRO plans with proposals designed for the requests which scored sufficiently on safety grounds. Further to which, support for these proposals had been sought from the local Police prior to commencement of consultation.
There are 28 (including two in Binstead) draft plans with proposals in the Ryde area.
As this is the first review of this nature since the beginning of the Island Roads contract in 2013, and in line with the Council Corporate Plan’s aim for transparency by working together with local communities, the IWC and Island Roads would conduct Informal consultation on all TRO proposal, including Ryde (District 3).
This Informal consultation is not a legal requirement, but it would give the opportunity to send initial feedback for the proposals from Ryde ward councillors, as representatives of the residents and businesses - prior to commencing with the next formal stage of the consultation process, involving the public, local businesses and any other relevant stakeholders which is anticipated to be launched in February / March 2022. Following the analysis of the outcome of the formal consultation, a final decision on all the Ryde (District 3) TRO’s will be made by the Isle of Wight Councils Cabinet in late Spring / early Summer 2022.
OUTCOMES
On 13 January 2022, the Isle of Wight Council and Island Roads held, owing to the ongoing Coronavirus pandemic, an online meeting via Microsoft Teams, with officers and some elected members of Ryde Town Council to discuss the proposed Traffic Regulation Orders for Ryde and Binstead.
Each of the 28 TRO’s were presented with the details explained. Many were of a minor directive involving double yellow lines added to certain areas of the highway enabling safe accessibility to improve the flow of traffic as well as prevent the increasing
problems of parking on pavements which has proved to be a safety concern, with pedestrians being forced onto the highway in some instances.
However, there were a small number of TRO proposals that may attract some resistance from residents where parking options would be reduced. However, in such cases the overall benefit of health and safety needs to be considered against the convenience of resident parking.
Whilst most of the proposals were reasonably straightforward and which sought to improve the safety for pedestrians as well as ensure accessibility for essential services such as emergency vehicles and waste disposal trucks, there were four which were identified as being possible areas where residents may raise objections owing to a loss of parking close to their homes should they not have private off-road parking.

In the case of Cothey Way (Item vii), this proposal may cause concerns around some loss of parking for workers at the industrial estate by removing a small number of spaces from the entry junctions.
It is therefore up to committee members to consider if the needs and concerns of the residents and motorists outweigh the safety objectives of the proposals.
Each of the TRO’s was presented with the two for Binstead given first before those for Ryde was discussed.
The following is a summary of each TRO presentation:
Location - Church Road, Binstead
Proposal - Introduce 'No Waiting at Any Time' parking restriction.
Rationale - Double yellow lines on both sides of the road, to improve road/pedestrian safety and traffic flow by preventing parking on a very narrow road, at the junctions, and on the footpath
Reason - To improve traffic flow by preventing parking on the narrow section.
Note - All other restrictions will remain the same
Comments Made at Meeting - The order was seen as necessary owing to the narrow width of the road. Vehicles parked on the limited pavement to maximise carriageway accessibility; however, this causes safety concerns for pedestrians and when cars do park in a legal manner off the pavement or where there is no pavement then there is inadequate clearance in the road to allow large vehicles including waste and emergency vehicles to pass safely. As well as pedestrian safety, cyclists would also benefit from the proposed measures. The addition of double yellow lines would mitigate any such problems and allow for better traffic flow.
Cllr Dore commented that whilst he understood the rationale around the proposals, local residents’ needs should be sought and given full consideration prior to any final decision being made.
Cllr Dore also expressed concern around the current 30 mph speed limit in place, which was seen as excessive for such a narrow road. It was however noted that any speed limit reviews would be subject of a different review for all areas as the TRO’s in question were specifically for parking restrictions.
There was also a discussion on all measures proposed for Ryde / Binstead being properly enforced, should they be agreed, to ensure full compliance.
Location - Newnham Road, Binstead.
Proposal -To introduce 'No Waiting at Any Time' parking restriction.
Rationale - Covering the narrowest section of the road with double yellow lines, to improve access, road/pedestrians’ safety, and traffic flow by preventing parking on both sides of the road.
Reason - To improve traffic flow by preventing parking on the narrow section.

Rationale - Extending the double yellow line to prevent parking on both sides of the narrow road, and to improve safety and emergency access.

Comments made at Meeting - Whilst the rationale was valid, there were some concerns around reduction of parking options due to an increase in the number of businesses but not allocated parking spaces.
Location - Cross Street (Oakfield), Ryde
Proposal -To introduce 'No Waiting at Any Time' parking restriction.
Rationale - No changes on street. Existing yellow lines will remain the same and will become enforceable.
Reason - No changes will occur on-street, this is to correct the Order.

Proposal - To introduce 'No Waiting / No Loading at Any Time' parking restriction. Rationale - No changes on street. Existing parking and loading restriction will remain the same and will become enforceable.

Proposal - To revoke 'No Waiting 8am to 6pm' parking restriction.
Rationale - No changes on street, no new yellow lines, the area in front of No 12 and 13 will remain free to park. This proposal is to remove an old order, which was never implemented.
Reason - No changes will occur on-street, this is to correct the order.

Location - Great Preston Road and Elm Close, Ryde
Proposal - No Waiting at Any Time parking restriction.
Rationale - In Great Preston Road, extending the double yellow lines to prevent parking on both sides on the road.
In Elm Close, the width of the street does not allow any parking as it will block emergency vehicles and waste collection access (unless parked half on the verge or half on the path – both unacceptable). The turning head below also needs to be kept clear. Therefore, it is proposed to cover the entire street with double yellow lines and to restrict parking to allow safe accessibility.
Reason - to ensure the free flow of traffic / road safety.

Comments made at meeting - Owing to double yellow lines being proposed for both sides of road in Elm Close, this may invoke resistance from some residents. It was however agreed that the difficulty for large emergency and waste vehicles needing safe access needed addressing.
Location - George Street, Ryde
Proposal - To revoke 'No Waiting / No Loading at Any Time' and implement Rationale - 'Residents Permit Holders R1 or Limited Waiting 2 Hours no return within 2 hours Monday to Saturday 8am to 6pm' parking restriction. No changes will occur on site. The current order differs from the lines on site and needs correcting; by correcting it these two parking spaces will remain the same and will be enforceable.
Reason - No alterations will occur on-site; this is to correct the order.

Rationale - Extending the double yellow lines to improve the traffic flow at the junction, by preventing parking on both sides on the road near the junction.
Reason - To improve the traffic flow on the approach to the junction.

Location – Jellicoe Road and Broadway Crescent, Ryde
Proposal: No Waiting at any Time' parking restriction.
Rationale - For Jellicoe Road, extending the double yellow lines to prevent parking that blocks this narrow road and to maintain access. For Broadway Crescent, new double yellow lines to increase visibility and enhance road safety by preventing parking close to the junction and to create a passing point. All advisory parking spaces that may be affected will be reinstated as close to their original location as possible.
Reason - To allow emergency access to Jellicoe Close and to improve visibility.

Rationale - According to the legal Order, there should be double yellow lines in this location. The order needs correcting and no change will occur on site with the spaces remaining available to park.

Rationale - Extending the double yellow lines to the end of the road, as there is no sufficient width for parking, and to allow 24/7 emergency/refuge vehicle access.
Reason - To ensure that emergency vehicles have access at all times.

Comments made at meeting - Whilst it was recognised that the proposed restrictions would raise issues with residents who had no off-road parking provision, the narrow road did pose a safety risk with emergency / waste vehicles gaining access.

Rationale - The current order differs from the lines on site and needs correcting; by doing so this space will remain available to park.

Proposal 1 (Blue Zone – See Appendix B) - Introduce 'No Waiting at Any Time and No Loading 8am to 9am & 2pm to 3pm' parking restriction.
Rationale - Introducing a loading ban, along with the parking restriction i.e., no stopping allowed for drop off and pick up during school pick hours – in order to improve pedestrians and traffic safety.
Reason - To improve pedestrian safety by preventing vehicles stopping close to the school access.

Proposal 2 (Red Zone – See Appendix B) - School Keep Clear, parking restriction.
Rationale - Re-introducing School Keep Clear restriction to prevent vehicles parking/stopping near the school access – in order to improve pedestrian safety Reason - to improve pedestrian safety by preventing vehicles stopping close to the school access..
Comments made at meeting - No objections were raised. It was also noted that Greenmount Primary School supported the proposals following frequent requests to IWC / Island Roads to address safety concerns.
Location - Trinity Street, Ryde

Rationale - No changes will occur on site. The current order differs from the lines on site and needs correcting; by correcting it this space will remain available to park

Rationale - The current order differs from the lines on site; implementing the double yellow line will validate the order and will make the parking restrictions on the street consistent and enforceable.
Reason – To protect access and give consistency of regulations in the street.

Reason - to ensure unimpeded access and the free flow of Traffic.

OPTIONS TO CONSIDER
To accept the contents of the report, highlighting comments on TRO Items i, vii, xi and xxiii and submit to the Isle of Wight Council as Ryde Town Councils formal response to the consultation.

RECOMMENDATION
Option a) - To accept the contents of the report, highlighting comments on TRO Items i, vii, xi and xxiii and submit to the Isle of Wight Council as Ryde Town Councils formal response to the consultation.
NB - Members should note that they can respond individually in their role as a ward councillor to the formal consultation when it is launched.
