MINUTES OF RYDE TOWN COUNCIL’S PLANNING, ENVIRONMENT AND REGENERATION
COMMITTEE HELD ON TUESDAY, 1 FEBRUARY 2022 AT 7.00PM

PUBLIC QUESTIONS
i.
A member of the public asked whether Ryde Town Council was going to take follow other
Town Councils and look to commissioning, on a part time basis a Planning Enforcement
Officer from the Isle of Wight Council that can assist in ensuring compliance was carried
out regarding various planning matters.
It was noted that the Town Council had set aside the relevant finances in the budget
proposals which had been agreed on 31 January 2022 and that the Town Clerk had
initiated discussions with the Isle of Wight Council. A further update would be provided in
due course.
ii.
Concerns were raised from a member of the public around the planning application
(Agenda item 7 (iv) 21/02559/HOU (20 Belvedere Street, Ryde - Proposed replacement
of stone retaining wall with gabions filled with stone) which was proposed to be made via
delegated means and whether the application could be given closer scrutiny owing to
possible issues around drainage and visibility issues.
The Chair and Planning, Regeneration and Environment Clerk agreed that following the
meeting, this will be revised by them using delegated powers and taking into account
issues raised as well as an objection from a member of the public which had been
received after the publication of the committee meeting agenda.

RATIFICATION OF PLANNING APPLICATION DELEGATED DECISIONS ON 11
JANUARY 2022.
Members were presented with a list of decisions for ratification which were taken on
planning applications received leading up until 11 January 2022. These were considered
by the Chair, the Planning, Regeneration and Environment Officer and the Committees
Co-Ordinator owing to it not being possible to compile all relevant information in time to
publish ahead of a meeting on 11 January and submit responses to the Planning Authority
by the deadlines set by the Isle of Wight Council.
RESOLVED:
THAT the decisions taken by the Chair, the Planning, Regeneration and
Environment Officer and the Committees Co-Ordinator be ratified.

MEMBERS QUESTION TIME
Cllr Ross asked what progress had been made on Coronation Gardens since the last
meeting.
It was noted that trees had been planted with some others cut down. Five new benches
would also be fitted in due course. There had however been some delay owing to the
relevant Isle of Wight Council officer being taken sick in the past month. The officer was
now back at work and a further update on progress would be given as soon as possible.

PLANNING APPLICATIONS
The following planning applications were considered by the committee:
Parish(es): Ryde Ward(s): Binstead and Fishbourne
Location: Former Hosiden Besson, Binstead Road, Ryde, PO33 3NL
Proposal: Outline for construction of 24 dwellings and 18 garages, alterations to
access, parking and associated landscaping and drainage works.
Members were advised that Island Roads had recommended refusal of the
application on various grounds which included inadequate access visibility, width,
parking and turning areas as well as insufficient access for fire appliances and refuse
vehicles. The application also attracted Standing Vehicles on the B3054 road and
there was a lack of information regarding the impact of traffic on the public highway.

There had also been six objections submitted from the public as well as one from the
Fire and Rescue Service (replicating the concerns around access raised by Island
Roads). Public reasons for objecting were excessive houses, poor drainage, and no
communal space.
Hampshire Police had recommended that lighting be improved which would help to
prevent crime.
Whilst members noted that low-cost housing development was necessary, design
however was a very important component when considering an application. Given
the comments from Island Roads and others, this development appeared to be poorly
planned and laid out. The proposal was cramped and provided insufficient amenity /
community space for a development of such a nature. Although the application was
an outline one, it was important, when space is an issue, that waste storage and a
cycle rack area also be identified as an essential feature.
RESOLVED:
THAT Ryde Town Council objects to the application on the following grounds:
a) Objections submitted from Island Roads which highlight the following
concerns:
• Inadequate Access Visibility
• Inadequate Access Width
• Inadequate Fire Vehicle Access
• Inadequate refuse Vehicle Access
• Inadequate Parking Area
• Inadequate Turning Area
• Attracting Standing Vehicles on the B3054
• Insufficient info on Traffic impact on public highway
b) Access for Fire and Rescue Appliances is impinged, causing a serious
risk to residents’ safety.
c) Insufficient amenity and community space.
d) No provision is provided for waste storage and a cycle rack area.
ii.
Parish(es): Ryde Ward(s): Haylands and Swanmore
Location: Smallbrook Stadium, Ashey Road, Ryde, PO33 4BH
Proposal: Variation of condition no 2 on 19/00310/FUL to allow the tennis courts and
shelters only to be constructed as a 1st phase of development to include temporary
access and limited parking.
There was also a condition compliance application
conditions 4 (drainage and disposal of surface and foul water), 5 (Samples of
materials and finishes), 7 (Construction Environmental Management Plan), 8 (sight
lines), 9 (Safe manoeuvre of vehicles), 10 (Traffic Management) and 11 (Opening
Hours) to be part discharged.

Island Roads recommended refusal to the original proposal and have requested
further information in relation to the latest application for Phase 1. The condition
compliance application appeared to address very few of the conditions contained in
the approval for application 19/00310/FUL and as a result Island Roads have stated
that many of the conditions have not been discharged.
Three public comments had been submitted to the date of the meeting all objecting
to the application being attributed to a tennis court only application with no mention
of the originally intended Ice Rink, which was the reason it garnered so much support
originally. Other public concerns were that the two proposed tennis courts appeared
to be on the car parking area, outlined in the original plan. Also, drainage problems
appeared to have been a known fact on the site hence the original conditions imposed
but which were now the subject of a discharge application. There were also the
continued issues around the lack of public transport to serve the site as well as the
numerous road safety issues as highlighted by Island Roads. The public also felt that
approval of the revised application could also activate unlimited development on the
whole site.
Members agreed that the original application was given permission entirely on the
basis of the provision of a new Ice Rink (the tennis courts, although desired, were a
subsidiary to the Ice Rink).
It was also noted that the approval for the original application expires in December
2022 and would require a new application for any further development to proceed.
Ryde Town Council were originally supportive of the idea of new sports facilities
(including an Ice Rink) in the area but were unable to support the original scheme as
submitted because there were several unanswered problems arising from the
proposals.
Finally, given that the application makes no mention of an Ice Rink, members believed
that a new, and not revised application would have been more appropriate.
Following a debate, proposal and seconder, the following was:
RESOLVED:
THAT Ryde Town Council objects to the application on the following grounds:
a) The original concerns raised by Ryde Town Council and submitted for
application 19/00310/FUL to the Isle of Wight Council on 26 July 2019
remain unanswered.
b) The proposal is not in accordance with Policy DM17 (Sustainable Travel)
DM13 (Green Infrastructure) and that the proposal is likely to encourage
private car use, deter travel by more sustainable modes of transport and
increase the potential for conflict between pedestrians and motorists
therefore also being contrary to the aims of policy DM2 (Design Quality for
New Development) of the Island Plan Core Strategy.
c) The application omits the original inclusion of an Ice Rink, which was the
reason for the overwhelming public support for the original application

d) The proposal is so far removed from the original approved application
(19/00310/FUL ) that Ryde Town Council consider that it should have been
treated as a new application.
Ryde Town Council believe that, because the applicant has approval for
one scheme including an ice rink it could open the floodgates for any
revised proposals on this site. Any proposal should be a completely new
application.

There was one objection by a member of the public regarding loss of light, loss of a
view, drainage, and rights of way issues. However, on closer inspection, Ryde Town
Council could not identify any problems regarding loss of light or any other material
reasons to object to the application.

PUBLIC OF THE ISLE OF WIGHT TRAFFIC REGULATION ORDERS (TROs) FOR
RYDE - DISTRICT 3
Members considered a report which summarised the outcomes of an informal
consultation meeting between Ryde Town Council, The Isle of Wight Council, and
Island Roads around the District 3 (Ryde) TRO’s.
The meeting was held online via Microsoft Teams and 28 TRO’s proposed for Ryde
were presented. Most orders were sensible and uncontentious, such as allowing for
safe access for emergency and waste disposal vehicles as well as preventing the
practice of pavement parking which forced pedestrians onto the highway creating a
danger to the public.
There were however four orders identified that may create some public resistance.
These were:
• TRO Item (i) - Church Road, Binstead.
• TRO Item (vii) - Cothey Way, Ryde.
• TRO Item (xi) - Great Preston Road and Elm Close, Ryde.
• TRO Item (xxiii) - Southfield Gardens.
Members were requested to accept the findings of the report and submit as a formal
response to the consultation process being launched in February / March 2022 which
would also invite comments from members of the public and local businesses, or they
could amend the conclusions reached and submit an alternative response.
The Committee was also reminded that comments could still be submitted on behalf of
residents from a councillor on an individual basis when the formal consultation
launches.
A final decision would be taken by the Isle of Wight Councils Cabinet in late Spring /
Summer 2022.
After a discussion, proposal and seconder, the following was:
RESOLVED:
THAT the contents of the report, highlighting comments on TRO Items i, vii, xi
and xxiii be agreed and submitted to the Isle of Wight Council as Ryde Town
Councils formal response to the consultation process regarding District 3 (Ryde)
TRO’s (Option (a) of the report).

RESIDENTS PLANNING PANEL
Following a request from members of the public at the start of the 2021-2022 Council
Year, the committee discussed the feasibility of the creation of a Residents Panel that
could look to provide input into the Town Councils considerations of planning applications.
Whilst the Committee valued any input from members of the public, whether it is in person
at a meeting or via written submissions, the formation of a Panel could cause some issues
regarding members impartiality and predetermination should they sit on the Panel.

The Planning, Regeneration and Environment Committee meets every three weeks,
applications are looked at and public input is always encouraged. Should a Panel be
created then this would also have to meet on a three-weekly cycle. This would raise
additional concerns around the further resources the Town Council would have to
undertake in servicing such a forum.
The Committee and those members of the public which were present, agreed that public
engagement was healthy as things stood and that on this basis, a Residents Panel was
now not deemed to be necessary.
Ryde Town Council would continue to invite public comments at all its meetings and
welcome any public input that could benefit Ryde.

ISLE OF WIGHT LOCAL CYCLING AND WALKING INFRASTRUCTURE PLAN
(LCWIP)
The committee were advised that Appley Lane was still being looked at regarding it being
included on the list of projects.

MEMBER PLANNING TRAINING
Members were advised that the training event which was proposed at the committee
meeting on 9 November 2021 would take place in March 2022, on a Wednesday evening
commencing at 6pm and be held in the Methodist Church, Garfield Road, Ryde.
The training would provide the committee with knowledge around planning law and
procedures.
The exact date would be communicated as soon as possible after the meeting.

RESIGNATION OF COMMITTEE MEMBER
It was noted that Cllr Karen Lucioni had resigned from the committee owing to other
council commitments and that Cllr Jess Higgins had been elected as a replacement at
the meeting of Full Council on 31 January 2022.
Members welcomed Cllr Higgins onto the committee.
