PUBLIC QUESTIONS
Two questions were asked regarding minute reference 40/22 - Agenda Item 11 (Public Realm
Applications) and it was agreed that these would be dealt with at the start of that item.

ELECTION OF A CHAIR FOR THE EVENING.
Owing to apologies being sent from both the Chair and the Vice Chair, it was necessary
to elect a Chair for the meeting.
Cllr Malcolm Ross was nominated by Cllr Higgins and seconded by Cllr May.

RESOLVED:
THAT, the minutes to the meeting held on 22 February 2022 were approved as a
true and accurate record and were signed off by the Chair.

PLANNING APPLICATIONS
The following planning applications were considered by the committee:
i.
Parish(es): Ryde Ward(s): Ryde South East
Location: 51 St Johns Wood Road, Ryde, PO33 1HL
Proposal: Prior approval for alterations of offices to form 4 residential dwellings.
Members were advised that the application was for prior approval and that the type
of development in question was encouraged by the latest National Planning Policy
and frequently allowed permitted development rights, however, members were
advised the application needs to be sustainable and subject to normal planning
considerations.
There was some discussion around the issues of parking and members agreed that
the comments submitted by Island Roads were valid and needed to be taken
seriously on the grounds of safety.
RESOLVED:
THAT Ryde Town Council objects to the application on the following grounds:
a) Inadequate Access Visibility
b) Inadequate Access Width
c) Inadequate Parking Provision and Turning Area
ii.

Location: Ryde Pier, Esplanade, Ryde
Proposal: Listed Building Consent for construction of new pedestrian
access/pathway.
It was noted that the design of the hand railings shown in the application was different
than those identified in the consultation event for the Ryde Transport Interchange’s
preferred design. The consultation pointed to a more Heritage design, which was one
of the three choices which appeared in the original consultation document.
However, it was noted that the curved nature of the ones featured in the application
may be due to Health and Safety reasons and could be an indication of the proposed
railings.

It was however noted that the colour of the railings should be black and not grey, as
indicated in the application papers. There was also some discussion around the
design of the shelters and members agreed that a more traditional heritage design
would be preferable.
RESOLVED:
THAT Ryde Town Council raised no objection to the application, providing that
consideration be given to the results of the Ryde transport interchange
consultation when considering the final colour and design of the railings and
shelters.
iii.

Location: Cats Protection League, 22 Marlborough Road, Ryde, PO33 1AW
Proposal: Proposed landscaping and formation of hardstanding area.
Island Roads granted a conditional approval, which stated space should be laid out
within the site as well as drained and surfaced for a minimum of six vehicles to be
parked and for vehicles to turn for them to enter and exit the site in forward gear. No
other statutory comments had been submitted to date and there had been no
objections from members of the public.
There was a large tree in the identified development area which would remain. There
was no tree report provided as all trees would remain, however, the large tree should
be protected whilst the works were carried out.
RESOLVED:
THAT Ryde Town Council raised no objection to the application, subject to full
protection being afforded to the large tree in the development area.
iv.

Location: 288 Upton Road, Ryde, PO33 3HP
Proposal: Proposed conversion of garage into office.
Island Roads had commented on the proposal and, although there could be an issue
with the reduction of on-site parking, had advised that any final decision should be
that of the Isle of Wight Council.
RESOLVED:
THAT Ryde Town Council raised no objection to the application.
The following applications were considered under delegated powers by the Chair and the
Planning, Regeneration and Environment Officer and they proposed no objections:

RESOLVED:
THAT Ryde Town Council raised no objections to the above five applications.

RATIFICATION OF LICENCING APPLICATION DELEGATED DECISION
PO33 2DY, which was taken under delegated powers to explain the committee’s
objection to the application and submitted to the IWC.
At the previous meeting, the Committee resolved to object to the application of a new
premises licence for Harbour House, Esplanade, Ryde on the basis that it contravened
all four of the licencing objectives.
Members noted and supported the many public concerns submitted to the Isle of Wight
Councils Licencing Department and agreed that officers of Ryde Town Council prepare
and submit the objection of the Town Council to the Isle of Wight Council, listing and
explaining in detail the rationale behind each Licencing Objective breach and that it
should be brought back to the Planning, Regeneration and Environment Committee for
endorsement.
Following a proposer and seconder and a show of hands, it was:
RESOLVED:
THAT the decision submitted to the Isle of Wight Council by officers of Ryde
Town Council, recommending refusal of the new Premises Licence application by
the Harbour House, Esplanade, Ryde, be ratified.

Ryde Town Council raised no objection to the application, subject to the following:
1) The requirements as outlined in the submissions from Natural England is
provided, i.e., a CEMP detailing measures taken to prevent impacts on
designated sites and an HRA detailing potential impacts on the designated
sites and any measures to be taken to mitigate them.
2) Any potential heritage items should be protected and reused.
3) Ryde Town Council would also look to request written assurances from the
Isle of Wight Council regarding the following:
a) That there is continuity of service which is equal in terms of accessible
standard and size as those being demolished.
b) That the new facilities in the interchange building are at least equal in
terms of size and
c) accessibility.
d) The new facilities are open for the same period during the day that the
existing toilets are

Ryde Town Council raised no objection to this application.
v.
Location: 20 Belvedere Street, Ryde, PO33 2JW
Proposal: Proposed replacement of stone retaining wall with gabions filled with
stone
Parish: Ryde Ward: Ryde North West
Decision Date: 02/03/2022
Ryde Town Council have no objection in terms of the visual impact that this
proposal will have on the conservation area however they have some concerns
over a possible increase in ground and surface water run-off into the basement
access path.
As a result, Ryde Town Council feel that this application should include an
assessment from a drainage engineer to evaluate the possible increase in
drainage and the ability of the existing drains to deal with it (Ryde Town Council
therefore objects.
2. APPLICATIONS REFUSED
Location: 36 Nelson Street, Ryde, PO33 2EY
Proposal: Demolition of block of six flats; proposed block of 12 flats including basement
accommodation.
Decision Date: 14/02/2022
Parish: Ryde Ward: Ryde North West
Ryde Town Council strongly objects to the application on the following grounds:
i. There would be a lack of amenity space on site for the 12 units.
ii. Lack any parking provision for residents leading to on road parking in an area that
is already short of such spaces. In addition, the application does not include a
Parking Provision Assessment justifying the lack of parking.
iii. No areas have been provided for waste and cycle storage.
iv. The application does not provide details for payments to the Solent SPA
RESOLVED:
THAT Ryde Town Council notes the decisions taken by the Isle of Wight Council
since 22 February 2022.

LICENCING APPLICATION
Members considered the following applications:
Application for a Minor Variation to the Premises Licence - The Crown Hotel, St
Thomas Square, Ryde.
The application was a standard variation with amendments to the licence which had been
made with full agreement with Isle of Wight Police Constabulary and the Isle of Wight
Council.
RESOLVED:
THAT Ryde Town Council raised no objection to the application.

PUBLIC REALM APPLICATIONS.
Prior to the debate, whilst supporting in principle the application, two members of the
public raised questions on it and raised concerns which included the following:
• Was the idea a Ryde Town Council one or was it from Monkton Arts?
• Method of any selection process.
• Choice of design and annual sponsorship matters.
• Overall costs (including would it be self-financing).
• Issues around a business plan and who would administer the project.
• Commitment to any dates.
• Annual review of the project.
• Where would any excess money be directed?
The following application was then considered which took into account the concerns:
22 Advertising Flags from Eastern Esplanade to Entrance of Appley Park.
Members were asked to consider an application for the acquisition of 22 advertising
banners to be attached to Lamp Standards in an area on the Esplanade stretching from
the Monktonmead Pumping Station to the inshore Lifeboat station. Planning consent had
been obtained for the project from the Isle of Wight Council.
The proposed use for the banners would be to promote the outputs from the Creative
Biosphere program in liaison with Ryde Academy which aligns with the UNESCO
Biosphere remit.
The banners would only advertise local businesses in Ryde, and no chain businesses
would have access to the advertising.
The capital costs of the project were as follows:
1. Cost of Banners
£1210.00+vat
2. Cost of fixing brackets
£3212.00+vat
3. Cost of installation of brackets and flags
£1337.84+vat

£5759.84+vat

The yearly cost of removal and replacement of flags every six months would be £2,500.
Each of the 22 banners had an advertising strip down one side which would be
marketed to eligible advertisers for £200.00+vat. To date 18 interested parties had
made pledges to advertise. This would provide a potential income to offset any costs.
If all advertising spaces were sold, then the total income per annum would be
£4,400.00. This would provide an income after year two of £8,800. When the capital
cost and year two costs of £8259.84 are repaid to the Town Council there would be a
surplus of £540.16. This amount and any future surplus would be paid into a fund which
would be available for Ryde community projects.
Members agreed that an annual review would need to take place by the planning
committee to confirm its performance with regards the three benefits identified in the
Public Realm application and the financial performance achieved by the advertising.
RESOLVED:
THAT the following be agreed, subject to the following:
i. Obtain confirmation in writing on where any excess money would be directed.
ii. Confirm that Ryde Town Council would have overall control of what is
displayed on the banners.
iii. Ensure an annual review is conducted to report on performance and the
benefits of the project to Ryde Town Council.

LATE ITEM - UPDATE ON TEMPORARY WESTERN GARDENS TOILETS
Members were advised that the Isle of Wight Council had been in contact with Ryde Town
Council officers regarding a forthcoming planning application being drawn up for the
Western Gardens temporary toilets which would replace the soon to be demolished
facilities making way for the Ryde Transport Interchange works. These temporary toilets
would be in place until the new permanent conveniences would be opened within the new
Train Station building.
The provisional facilities would have three stalls and ten urinals for men and five stalls for
women, both with sufficient accompanying hand washing units. In addition, there would
also be fully accessible amenities. The toilets would be located to the west of the green
adjacent to Victoria Lodge and a temporary asphalt path would be put in place over the
grass leading to all entrances.
Members were advised that should they have any further suggestions or ideas for the
facilities, to let Ryde Town Council officers know by 5pm Thursday, 18 March 2022 so
they can be sent to the Isle of Wight Council and form part of the application. The email
from the Isle of Wight Council had been sent to committee members prior to the meeting
for their reference.
