XVII TERMS OF REFERENCE

CLIMATE AND BIODIVERSITY WORKING GROUP


  1. Objectives

    1. To discuss ways for the Town Council to respond to the climate and biodiversity crisis, and to support the Isle of Wight Council’s Net Zero targets, with a view to bringing recommendations to the Neighbourhood, Place and Planning Committee.


    2. To consult with stakeholders and local residents regarding Climate and Biodiversity planning and proposals.


    3. To consider solutions to outside influences such as pollution and waste which may have an effect on Climate and Biodiversity issues.


    4. To negotiate on behalf of Ryde Town Council with relevant agencies involved in the decision making process.


      The working Group will also continue to be mindful of the need to:


      1. Bring any recommendations to a Neighbourhood, Place and Planning meeting for consideration.


      2. Consider and assess the budgetary implications of all recommendations as part of the budget setting process.


      3. Consider the Town Councils Contract Standing Orders in relation to procurement in any recommendations going forward.


  2. Membership

    A maximum of 5 Ryde Town Councillors with additional support, as and when required, from members of the public, representatives of local environmental groups or representatives from other town and parish councils.


  3. Election of Chair

    Chair to be elected at the commencement of each meeting. The committee should endeavour to circulate the position of chair amongst the members where ever possible.


  4. Quorum

    No less than 2 Council Members but a minimum of 3 Committee members are required to attend to qualify as quorate.


  5. Parent Committee

    Neighbourhood, Place and Planning Committee.


  6. Meeting Frequency

Quarterly or as otherwise agreed by the committee members.
