PLACE, NEIGHBOURHOOD AND PLANNING COMMITTEE HELD ON WEDNESDAY, 22 NOVEMBER 2022 AT 7.00PM IN RYDE METHODIST CHURCH, GARFIELD ROAD

PUBLIC QUESTIONS

A question was asked by a member of the public regarding the Cherub Statue at Eastern Gardens and if it was going to replaced following its theft / vandalism in 2021. It was noted that enquiries would be made subject to the Town Councils’ budgetary obligations.
A member of the public enquired if the Town Council had spoken to the Isle of Wight Council (IWC) regarding any assistance with planning enforcement matters as well as addressing the best way of making use of the town’s empty buildings.
The Place, Neighbourhood and Planning Officer advised that the Chair along with officers had met with senior Planning Officers at the IWC and preliminary discussions took place around the possible acquisition of IWC Planning Enforcement Officers to address matters in Ryde. However, this could come at some considerable cost and would need to be subject to appropriate budget approval. It was however noted that Newport and Carisbrooke Community Council were looking at a possible trial of utilising such enforcement officers and it may be an option for Ryde Town Council to monitor their progress before committing to such measures in Ryde.
With regard to empty homes, Ryde Town Council was awaiting, along with various enforcement figures, data on the number of empty homes within the Ryde area. Once this information had been received and analysed, then a report would be written and presented to members at a future meeting.
Apologies had been received from Cllr John Maclagan. Ahead of the meeting Cllr McLagan nominated Cllr Tom Hanley to deputise for him at this meeting.

RESOLVED:
Cllr Ross asked about a recent report on the possible regeneration of Ryde Esplanade and whether the paper was now able to be discussed in public. It was noted that officers had been advised by the report author that the paper was still in draft form and therefore confidential. However, the report author would be contacted along with the Isle of Wight Councils Director of Regeneration to clarify the matter and if possible be invited to a meeting in the near future to discuss proposals and take questions.

Cllr Elliott asked whether Ryde Town Council could make enquiries on improving the situation on Ryde Pier with regard to the temporary traffic lights stationed to control traffic whilst works connected to the Interchange were being carried out. There was increasing problems with people possibly not making their intended ferry crossings owing to delays at the lights as well as a health and safety risk to pedestrians.
The Isle of Wight Councils Strategic Project Manager for the Ryde Interchange Works would be contacted to attend, if possible, the next meeting to address the issues on the pier as well as any wider aspects of the Interchange development.

Whilst Ryde Town Council would prefer to see any timber windows on a property situated within a Conservation Area replaced with like for like, it does note that the property in question is situated to the rear of the building and therefore not within public sight. It also notes that the property immediately above already has UPVC window frames fitted. Ryde Town Council therefore raised no objection to the application.

The hardstanding area is used appropriately with no negative effect to the surrounding area.
That concerns around the lighting of the tower are addressed resulting in more considerate illumination of the Tower at night.
There is minimal loss of any of the surrounding flora and fauna.
Any comments that may be received from the Isle of Wight Councils Conservation Officer are addressed satisfactorily.

To Ratify the Amended Terms of Reference to the Splash Park Working Group
The amended Terms of Reference for the Splash Park Working Group were reviewed. Amendments made were to increase the membership to five town councillors as well as removing any reference to the Waterside Trust as they were now no longer lease holders of the facility. These were agreed by the Working Group at its meeting on 17 November 2022.

Members were provided with a review of the second meeting of the Working Group held on 17 November 2022 from the Groups Vice Chair.
DRAFT
The Working Group would look at all options surrounding the future for the Splash Park. These included retaining the facility and bringing it back into use, looking to explore alternative venues (such as an on-beach facility utilising sea water), and / or investigating an alternative use for the current site.
It was noted that the Working Group did want to investigate in the first instance every possibility for retaining the Splash Park at its current location. In order to do this a condition survey of the site would need to be carried out to ascertain the feasibility of taking on the Splash Park. There was some indication that the current owners, the Isle of Wight Council would be willing to finance the survey if Ryde Town Council was interested in taking on the ownership of the facility.
Further updates would be provided in due course.
Whilst no applications had been received, members were advised that there was approximately £6,000 left in the Public Realm budget which could address various areas within Ryde and the Committee would welcome any applications for consideration.
