   To receive and consider granting any written requests from Members for dispensations in respect of disclosable pecuniary interests.

   To take as read and confirm as accurate the attached minutes of the ordinary meeting held on 7 November 2022 and 15 December 2022. (PAPER A and PAPER B)

   
   

5. POLICE UPDATE

   To receive a verbal update from Police Inspector Andy McDonald.

   
   

6. NOTICE OF VACANCY

   1. To note the resignation of Councillor John Maclagan in the Ryde North West ward.

   2. To note the vacancy in Ryde North West ward and to also note that an election, if called, will be held on the 23 February 2023 and polling cards will be issued by the Isle of Wight Council with the costs funded by the Town Council.

   To receive an update from the Clerk regarding the following:

   1. Grant funding applications.

2. IW COUNCIL – FUNDING REQUEST

   To consider the request from the IW Council’s Strategic Commissioning & Partnerships Team for a contribution towards VSE funding. (PAPER C)

   
   

3. FINANCE AND COMMUNITY RESOURCES COMMITTEE

   1. To receive the attached minutes of the Finance and Community Resources Committee held on 25 October and 15 December 2022 (PAPER D).

   2. To receive any other recommendations arising from the meeting held on 17 January 2023 (PAPER D2).

      
      

4. BUDGET SETTING AND PRECEPT REQUEST

   1. To receive the budget report from the Responsible Finance Officer. (PAPER E)

   2. To receive the budget setting and precept recommendation from the Finance Committee meeting held on 17 January 2023 (PAPER F)

   3. To consider and agree the budget and precept request for the financial year 2023/24.

1. PLACE, NEIGHBOURHOOD AND PLANNING COMMITTEE

   1. To receive the attached minutes of the Place, Neighbourhood and Planning Committee held on 11 October 2022, 1 November 2022, and 22 November 2022 (PAPER G).

   2. To receive any recommendations arising from the meeting held on 23 January 2023 (PAPER H - to follow if any recommendations are made ).

      
      

      1. MOTION 01/23

         1. To consider Motion 01/23 submitted by Councillor Michael Lilley on Ryde Town Council establishing an Emergency Job Creation and Community Economic Task and Finish Group to discuss and take positive action in finding solutions to the current threat of jobs and business losses in the town as a result of the Cost-of- Living crisis. (PAPER I).

      
      

2. MOTION 02/23

   1. To consider a motion 02/23 submitted by Councillor Richard May on the setting up of a Working Group to consider, research, design and propose the initiation and election of a Youth Council for Ryde (PAPER J).

   2. If the above motion is agreed to then agree the associated Terms of Reference for the Working Group. (PAPER K).
