Listed Building consent is sought for the replacement of the previous siding to the Ryde Pier Head railway station. The previous covering was plywood, and this was removed for safety as it had rotted over time. The proposed new siding will be made from glass fibre reinforced plastic and the conservation officer has been extensively involved in the detail of this proposal.
There are a couple of benefits which are that these panels are stronger than timber (pine 75 MPa and the proposed GRP 107.1 MPa), they have fire retardant properties, and they are colour fast. Boards may need to be thicker to give the rigidity and look of timber.
The gap between boards is necessary to allow for expansion and contraction under various weather conditions. Timber would need a larger gap to allow for natural swelling due to moisture content.
Care should be taken not to “overdo” the grain effect or the “weathered” look as this will naturally come about over time. Matching the original Heritage Green, for the steelwork, is a good choice for colour as this will cover up any algae / mildew which is bound to grow over time.
There had been no comments submitted by members of the public and the IWC’s Ecology Officer raised no objections.

This LBC seeks to turn the 2 upper floors of this building in to 4 flats. There is no requirement for parking as it is within the Town Centre boundary but there is a requirement for the following:
Provide waste storage for all flats.
Provide cycle storage for all flats.
Pay appropriate contributions to the Solent SPA.
Appropriate contributions to affordable housing.
“Affordable housing contributions should be 3% of new house value over £100,000”
For example, a property costing £200,000 would attract an affordable housing cost under Section 106 of:
£200,000 purchase price
£100,000 allowance as affordable housing threshold.
£100,000 applicable for 3% charge
Affordable Housing charge under Section 106 = £3,000

It is Ryde Town Council’s policy to insist on like for like changes to materials on windows where they appear on the front elevation on a property in a conservation area. This application seeks to exchange the existing timber windows with leaded glazing for aluminium frames. This would not meet the article 4 guidance for retaining the character of the building.
The committee should, however, be aware that a recent application for plastic windows in a property under Article 4 direction was refused by the LPA but an appeal to the secretary of state was upheld. So, a change of material, by itself, is not reason for refusal. The character of the building must be adversely affected for an application to be opposed.
The extension to the rear is constructed to deliberately distinguish it from the parent building. This, in architectural terms, is a good way of highlighting the original features of the existing building. The committee might be minded supporting the extension and at the same time object to the glazing on the front elevation. This would be submitted as a “Split Decision”.

The two entry points into Ryde, at Binstead Road and the Tesco roundabout on Brading Road date back to 2003 and are in a poor state of repair giving a bad impression as visitors enter the Town. The metal sections have faded and have lost most of their lacquer coating. The wooden posts have rooted at the junction with the ground and need repair or replacing.
It will be an opportunity to change the colour and detail of the surface by coating the metal sheets with a coloured vinyl wrap design.
It was proposed that the start of the project would be in February 2023 with a finish date of April 2023.
The capital costs would be between £2,500 and £3,000. There would be no ongoing costs as a result of the works.
