PLACE, NEIGHBOURHOOD AND PLANNING COMMITTEE HELD ON TUESDAY, 18 APRIL 2023 AT 7.00PM
IN THE METHODIST CHURCH, GARFILED ROAD, RYDE.

PUBLIC QUESTIONS

A question was asked regarding the planning application for 37 High Street, (minute reference 47/23 (i) - prior approval for change of use of first and second floor from commercial to form 2 flats) and would the window frames still be of wooden design.
The Place, Neighbourhood and Planning Officer advised that there was no indication in the application documents that the wooden frames would not be retained. It was also noted that the application was in line with the High Street Heritage Action Zone (HSHAZ) objectives.
Apologies were received from Cllr Karen Lucioni (Cllr Diana Conyers was attending as her substitute), Cllr Tom Hanley and Cllr Malcolm Ross.

The minutes to the previous meeting held on 28 March 2023 were reviewed.
RESOLVED:
Cllr Conyers asked if at the next meeting an item could be added to the agenda which would look to consider formulating a response to government consultations with regard to a new Infrastructure Levy to replace the Community Infrastructure Levies (CIL’s) and Environmental Outcomes Reports (replacing EU-derived Strategic Environmental Impact Assessment processes with a streamlined system which places greater focus on delivering environmental ambitions).
The Chair agreed that these would be added to the agenda for the next meeting.
Cllr May asked if there had been any progress made on the public realm application regarding the ‘Welcome to Ryde’ road signs. It was noted that the committee member who applied for the application was on holiday, but it was understood that the project was currently with Island Roads officers and an update would be provided at the next meeting.

Ryde Town Council received insufficient detail of the actual materials which will be used on this project to make an informed decision. However, if the final materials used in this project can demonstrate that they can meet the following criteria Ryde Town Council has no objection:
That the material used will, as closely as possible give the appearance of timber boards on both sides.
Not warp or distort in the harsh conditions at the end of the pier.
Thought should be given to the effect that the materials would have on climate change and biodiversity.

THAT Ryde Town Council strongly objected to the application on the following grounds:
There would be a lack of amenity space on site for all nine units.

There is a lack any parking provision for residents leading to on road parking in an area that is already short of such spaces. In addition, the application does not include a Parking Provision Assessment justifying the lack of parking.
The application does not provide details of cycle storage.
Owing to the Isle of Wight Council and Natural England agreeing the contents of the assessment regarding provisions for any Curlews and Brent Geese on the site, there was no longer any requirement for Ryde Town Council to add anything further to the objections that were originally submitted to the Isle of Wight Council in September and November 2020.
The item was therefore withdrawn from the agenda.
Members were of the opinion that there was nothing further to add to the consultation at this stage.
It was noted however that the Ryde element of the LCWIP was very thorough and aspirational, although there was no clear indication as to when it would all be completed and how it was all being funded.
However, the committee lead on the LCWIP, who was on holiday at the time of the meeting, would be contacted prior to the consultation deadline to confirm whether he had any additional comments to add.
The committee reviewed the proposed Terms of Reference for the Working Group whose formation was agreed at the previous meeting. Members were requested to agree to recommending them to all members of Full Council.
It was noted that there was some fine-tuning required around some of the wording with regard to the objectives.
