The works for this application involved the replacement of six windows with UPVC frames on a building that falls just within the boundary of the Ryde St Johns Conservation Area. The consistent approach of Ryde Town Council regarding replacement windows in a conservation area is that UPVC frames are acceptable on all elevations except the principle (or front) elevation.
Members were advised that Ryde Town Council would feel comfortable recommending approval for the three windows to the rear of the building but should oppose the proposed three windows to the front.
At the time of the meeting there had been no comments submitted to the Planning Authority (the Isle of Wight Council - IWC) from any statutory consultees or by any members of the public.

Ryde Town Council objected to the application due to the proposed gates being out of character with the surrounding area contrary to policies C1 and C2 in the Draft Island Planning Strategy.
Ryde Town council also asked that any decision on the application is not made until the conclusion around any legal challenge over Rights of Way.
The new internal Subcommittee was an amalgamation of the previous Ryde Place Plan and Regeneration Subcommittee and the Public Realm and Natural Environment Subcommittee, whose Terms of Reference were agreed at Annual Council on 14 May 2024.
The Committee was therefore required to elect three members to the Subcommittee.
Cllrs Simon Cooke, Diana Conyers, and Malcolm Ross were all nominated and seconded and after a vote via a show of hands, the following was:
Members were advised that earlier in the day, several members of the Committee, including the Chair and the Vice Chair were joined by the new Enforcement Officer, Nick Hurt hired from the IWC, as well as other members of IWC’s Planning Department, including their Conservation Officer, to look at various buildings within the town that could require enforcement action in order to get such properties into a satisfactory condition.
The Enforcement Officer would be employed on a four day a week basis. He would partly be funded by the High Street Heritage Action Zone (HSHAZ) for any High Street cases and partly funded by Ryde Town Council for all others.
Buildings looked at included the following:
Royal York Hotel – George Street
Ryde Town Hall / Theatre – Lind Street
Vectis Hall – Melville Street
Former Poundland Shop – High Street
Leo Commodore Cinema / Bingo Hall – Star Street
Salvation Army Charity Shop – High Street
Much of any action taken would be initially in the form of a letter, advising proprietors about their obligations in keeping their premises in a neat and tidy condition which is often sufficient. However, should it be necessary, more action would need to be taken in the form of issuing a Section 215 notice.
The Town Hall was causing big safety concerns and the enforcement officer advised that swift action was required in order to mitigate any risks to the public with falling masonry and glass.
Regarding the former Terminus Public House on the corner of Monkton Street and St John Road, it was noted that there had been some issues with the owners health.
It was also noted that Ryde Town Council as owners of Vectis Hall were looking to safely secure the condition of the building before looking at various options for its future.
Other cases such as the 155 and 158 Marlborough Road, which were being purchased by a private buyer, would be followed up regularly. It was also noted that George Street was an area which had many buildings that needed attention.
The former Ice Rink was also mentioned, and any further news would be reported from the IWC as soon as possible
Whilst there were many cases to be looked at, members agreed that high profile cases, which attracted the most attention from the public such as the Royal York and the Town Hall should be prioritised.
The Enforcement Officer would be asked to attend future meetings in order to provide regular updates.
The Community Planning Officer presented a report to the committee outlining the current position regarding RTC’s involvement and costs for grounds maintenance in Ryde.
The Community Planning Committee was given the responsibility of managing all elements of Public Realm within Ryde. Going forward the Development Strategy Subcommittee would consider proposals for Public Realm projects and then recommend as appropriate to the Community Planning Committee for any decision.
However, the Community Planning Committee were considering the report as the Development Strategy subcommittee had yet to meet and some elements required a swift decision.
The Committee considered the options as outlined by the Community Planning Officer which were:
Option 1 - Continue with the existing contracts and the payment structure.
Option 2 - Finish the existing contracts and take over the planting and watering in house going forward utilising employees and volunteers as required.
Option 3 - Revise the existing planting contracts to allow for some elements to be carried out by IWC as previously and some elements to be handled by volunteers.
Members favoured Option Three as it offered potential savings for the Town Council.
Members were disappointed in the reduction in funding for the Hovertravel area but agreed that the use of volunteers should be looked into due to the possible savings.
The Committee was advised that the contract would be on an annual basis which would be renewed at the start of each financial year.
A further resolution was suggested which was to gather any latest information from the IWC and, through the Development Strategy Subcommittee, formulate a plan for future groundworks which could be considered at the end of the year.

Members noted that the situation regarding gull sacks and bins causing obstructions on the pavements had still not been resolved despite repeated efforts to find a solution with the IWC. They had stated that they had not received any requests from residents wanting changes to the system, which contradicted concerns raised by residents with councillors and officers over the past few years.
However, the Community Planning Officer had met with the IWC’s lead officer for Waste and there was still a possibility for making some parking spaces available to allow for Community Bins to be put in place and help ease the problems.
It was agreed that the Community Planning Officer would look at similar schemes elsewhere regarding Community Bins and any findings would be reported back to a future meeting.
Members were reminded that at the Place, Neighbourhood and Planning Committee meeting held on 9 April 2024, it was agreed that owing to the urgency of the situation (and once all relevant information had been obtained), a decision via email was required on the procurement of several decorative boards to cover the wire mesh fencing panels in front of Vectis Hall. This was finally agreed via electronic communication on 29 May 2024 and the boards were subsequently purchased.
All the panels depicted various aspects of Ryde and Vectis Hall itself in a montage format and the panels would also have Ryde Town Councils logo on them.

"The means of access into the site from Ashey Road. It is considered that regardless of the 'minimum' standards required under the manual for streets this area is widely known as an area where peoples speed to avoid the current traffic calming measures and that this application brings forward the only realistic opportunity for a long-term sustainable solution to slowing the traffic down in this area.
It is recommended that a similar junction to that which is proposed in this application on Smallbrook Road be adopted for the Ashey Road junction. Whilst it is recognised that 1 side of the junction is 30 mph this is not adhered to by traffic speeding down the hill.
Lack of clarity over financial contributions towards Smallbrook Roundabout and Westridge Cross and no clarity from the IW Council on whether the roundabout proposed under the Pennyfeathers application can cope with the additional pressures from this and other proposed developments in the locality.
Lack of a sustainable public transport service in this location.
The density of the development on the Western Boundary which is out of character/ context with the prevailing pattern of existing development on Ashey Road.
Lack of clarity in the housing needs statement. The table shows that 80 units will be provided by Southern Housing (which is equivalent to 40%) whereas in paragraph 3.22 it is confirmed that 35% is proposed. Furthermore, in paragraph 3.23 the applicant has proposed 30% for affordable rent and 70% for intermediate tenure which is not in accordance with policy DM4 as stated by the applicant. For confirmation RTC expects that 70% for affordable rent and 30% for intermediate tenure."
Much of our previous objection is still applicable to this reserved matters application although the Smallbrook Roundabout has now been completed.
The principle of development of this site has been established by the IW Council consent for the outline planning application. This reserved matters application should supply the LPA with the required detail for them to make an informed decision on this scheme.
The outline approval came with 19 planning conditions. Some of these have been dealt with prior to this application. Others are covered in this application.
Conditions 10 construction method statement and 12 ecology mitigation have been dealt with by separate submissions.
Foul and Storm Drainage and Landscaping (Nos. 6,8 and 9) are included in this application.
Some have not yet been addressed.
No.7. A desktop study on ground conditions with regard to possible contamination.
No.11 An archaeological study.
No.13 A lighting scheme.
No.15 Further details of road design.
No.16 Pedestrian and cycle access.
No.18 Proper dispersal / positioning of the affordable housing throughout the site.
The proposed affordable housing has been arranged in 3 blocks around the site.
Prior to any decision on this application, these outstanding conditions should be addressed by the developer so as to establish that the planning requirements for this site can be met in full.
In addition to compliance to the existing conditions there are now the latest issues which should be addressed in this application arising from the energy crisis and the cost of fuel. These include electric car charging facilities, the phasing out of gas heating and the use of alternate green energy forms of heating such as solar, wind and ground and air source heating. In addition, developers should be looking to deliver net zero housing schemes.

The Committee considered the following application for a variation to an existing licence:

Members were advised that the application was for a variation on the current licence which requested an additional point of sale for alcoholic beverages in the form of a mobile container which would be situated on the edge of the premises boundary next to seating.
The Committee was concerned that the mobile container was very similar in appearance to other such containers that sell Ice Creams, Ice Lollies and soft drinks which would attract children. They were also concerned that the additional point of sale was right next to a public footway which may result in minors attempting to purchase alcohol as well as increasing the likelihood of drinks being taken away and consumed off the premises, which could increase anti-social behaviour. With the premises being located right next to a children’s funfair, the concerns were increased.
Members were also very apprehensive as to how the additional point of sale in such a location would be effectively controlled.
After the debate, it was proposed and seconded that the following be sent to the Isle of Wight Councils Licencing department:

Following the agreement of the report at the previous meeting, further information was submitted by Isle of Wight Council for consideration and the report in front of the Committee identified the limits of works that could be carried out by volunteers and the controls which would need to be put in place.
Regarding the Fiveways Shelter at end of Newport Street and John Street, members were concerned that it appeared to be constantly neglected, which was attracting complaints from members of the public. The agreement was for the shrubs and herbaceous plants to be maintained twice a year, but this didn’t appear to be the case. The Community Planning Officer would investigate the matter and report back.
Members agreed that the use of volunteers was an important aspect of the works, which needed to be focussed on.
