Cllr Cooke declared an interest in Agenda item 8 (minute ref 75/24 - Enforcement Update) as he was as he was a trustee of the Ryde Town Hall Trust.

The following Planning Applications were considered by the committee:

Location: 9 St Thomas Square (Ape Vapes Shop), Ryde, PO33 2PJ Proposal: Continued use of premises as retail shop.
Members were advised that Apes Vapes was located within the Ryde High Street Heritage Action Zone (HSHAZ) and a new Shopfront Design Guide (SFDG) was one of its benefits. The guide relates to all retail areas on the Island and has been adopted as a Supplementary Planning Document (SPD). The Committee was therefore advised that the application would need to consider SFDG guidelines when making its submission.
Whilst Members supported the continued use of the premises as a retail shop, they agreed that every effort should be made by the applicant to conform with the SFDG. HSHAZ Grant from Ryde Town Council funding was still available to assist them in doing so. There were no objections raised by members of the public or statutory consultees

Proposal: Demolition of garage; Proposed two storey rear extension and single storey side extension; proposed dormers at second floor level on rear elevation; alterations to include raised rear terraces
This development was for alterations to an existing building and the proposal was for a large extension to the side and rear of the property which would approximately double the footprint. The rear extension was rich with architectural detail and would become a flat roofed slab sided extension.
Whilst there had been no objections submitted by members of the public or any statutory consultees, the committee was asked to consider it owing to its shear size. However, members did not believe there were any concerns that warranted a recommendation for refusal.

Location: Prestwood Grange, Smallbrook Lane, Ryde, PO33 1BB Proposal: Prior notification for proposed demolition of farm house
Prestwood Farm was situated on the Pennyfeathers Development site and the application was to demolish the building in order to avoid further trespass and vandalism, which had happened in recent years. Pre-application was given by the Local Planning Authority which was for the applicant to submit a prior approval. There were no objections raised by members of the public or statutory consultees
Members agreed that the demolition of a building which could be brought back into use was regrettable. Whilst it sat on land that had been identified for future major housing development, the farmhouse’s demolition should not take place until such an application for housing had been submitted.
The Community Planning Officer advised the Committee that there were no apparent material reasons to object to the application but would investigate further after the meeting to confirm. Should any reason be revealed, which would warrant a recommendation for refusal, the committee would be advised.

Ryde Town Council supported the application subject to the following being taken into account:
Whilst the use of UPVC window frames go against RTC's policy of installing them in a Conservation Area, the Town Council recognises that they are for the dormer windows, installed in the 1980's and are at such a height, the visual impact of the replacement windows would be minimal.
Furthermore, we would stipulate that the design is sympathetic to the character of the building and is not detrimental to the Conservation Area in which the building is sited.

With regard to the Bonfires and Incinerator Policy ( i ), it was noted that Paragraph J should be amended to read:
“In the event of a reasonable complaint to the plot holder from another tenant, or a member of the public, with regard to a nuisance being caused the Incinerator must be extinguished immediately”.

Members were provided with the latest update on the activity of the Enforcement Officer (EO).
It was noted that since the appointment, the EO had made good progress with visible examples of work being carried out within the High Street and Members noted that there had recently been scaffolding erected at various locations. Such progress had been seen as a direct result of the appointment of the EO, recommended by the Community Planning Committee.
Members noted that cases that had been completed included 173 High Street (The Nail Guys Nail Bar) and 63 George Street. Cases where works had commenced included 174/175 High Street (Betfred) where the illegal advertising on the Listed ii building had been removed and the building was being redecorated to provide a more aesthetically pleasing frontage, in line with the SFDG. 21 High Street (Crepe Lovers) were halfway through their redevelopment and were expected to put in a planning application to remove the windows and return them to their original design.
Regarding the Town Hall (Theatre) in Lind Street, it was noted that the owner had not responded to any communication and that as a result section notices could be issued to gain entry (Section 88) and to serve potential urgent works (Section 54).
Regarding the Royal York Hotel, no further progress had been made so far.
Owing to both applicants being unable to attend, the Graffiti Boards and the Appley Beach Murals applications were deferred to a future meeting.
The Committee was required to approve the following Shopfront Improvement Grant applications, (which were to be financed by remaining High Street Heritage Action Zone funds). Members agreed that as a condition of any approval, all applications / works must conform to the SFDG and have a minimum of two quotes for works:

Members were of the opinion that whilst the works applied for would be a positive and attractive addition to the property, it was situated to the rear of the building and was not something that aligned to the SFDG.
However, the works could be covered by a general Public Realm Application. It was therefore agreed that the applicant be contacted and encouraged to follow the alternative means of funding.

It was noted that the Community Planning Officer would contact the applicant for the Café De Ryde, Esplanade Ryde (near the Canoe Lake), send them a Public Realm Application form and advise them of the procedure on how they can apply for public realm funds from Ryde Town Council.
