The minutes to the meeting held on 18 February 2025 were reviewed.

Cllr Conyers asked if the Committee was aware of the objection by the Victorian Society around the formal planning process for the Grade II listed All Saints Church in Ryde, where the Society believed that the proposals would be detrimental to the building’s historic and architectural character.
The Chair advised that the Church of England were not subject to the standard planning regulations owing to a special exemption that they are party to. Therefore, such works would not be brought to Ryde Town Councils attention for comment.

Proposal: Removal of a section of hedgerow located on Appley Road
This application was for the removal of a length of hedgerow at the side of Appley Road. There appeared to be no harm to either the archaeology or the ecology of the area as there had been no concerns raised by such consultees; however, the application omits to mention two things:
There is no mention of what, if anything, would replace it.
There is no real explanation of the reason for the removal of the hedge.
There were, however, no concerns raised by members of the public.
Members were nonetheless concerned around the vagueness of the reason for the hedge removal. On the application form its stated, “To provide visibility onto the adopted highway”, but no further detail.
The committee was also of the view that the hedge in question was on the north end of the West Acre Park Development and that its removal should not be allowed until the proposed development was approved.
Although there were no concerns highlighted in the application regarding the effect on wildlife, members noted that the Isle of Wight Councils Ecology Officer had not submitted any comments to date to provide assurance of no negative impact.

Members noted that the application was for a new gym built in very close proximity to a tree which may have negative effects on it.

The committee were of the opinion that the number of piles used should be kept to a minimum of two across the front elevation. This should further minimise any potential damage.
The drainage and electricity services should enter or exit to the rear of the property and be kept outside of the root protection area.

Members noted the approved notes of the meetings of the internal subcommittee.
The committee were provided an update of the latest activity since the previous meeting.
It was noted that from June 2025, and as part of Ryde Town Councils drive on savings, the Enforcement Officers time would be reduced from four to two days per week.
Whilst the committee was very satisfied with the amount of work carried out since June 2024, there now needed to be more focussed work around high profile sites such as the former Royal York Hotel and the Town Hall.

Members noted that for the first time, the committees budget on public realm had been spent entirely, with many much needed projects getting approval and implemented.
