MINUTES OF RYDE TOWN COUNCIL’S COMMUNITY PLANNING COMMITTEE MEETING HELD ON TUESDAY, 11 MARCH 2025 AT 7.00PM

AT THE FORMER NATWEST BANK FOYER, 11 ST THOMAS’S SQUARE, RYDE.


Members Present: Cllr Simon Cooke (Chair), Cllr Diana Conyers, Cllr Richard May, and Cllr Malcolm Ross.

PUBLIC QUESTION TIME


Q – A question was asked regarding Agenda Item 8 (Development Strategy Subcommittee – approved notes for the internal meetings held on 1 August, 27 August, 8 October and 10 December 2024) and had the subcommittee met in 2025 and would all future notes appear on forthcoming Community Planning Committee agendas?

A – The Committees Co-ordinator advised that the notes of all future meetings of the subcommittee would be included on future agendas.

Q – A member asked about the archway entrance to Eastern Gardens and when would it be repaired and put back into use (the member of the public also believed that it was salvageable).


A – The Community Planning Officer advised that Ryde Town Council had contacted the Isle of Wight Council and insisted that the Archway must be appropriately restored.


Q – A further question was asked about the additional parking spaces made available at the Water Side Pool where there were once flower beds and should there had been an appropriate planning application for such a change of use.


A – The Community Planning Officer stated that Ryde Town Council was not aware of any application for a change of use to parking and would investigate the matter.

30/25 MEMBERS QUESTION TIME


Cllr Conyers asked if the Committee was aware of the objection by the Victorian Society around the formal planning process for the Grade II listed All Saints Church in Ryde, where the Society believed that the proposals would be detrimental to the building’s historic and architectural character.

The Chair advised that the Church of England were not subject to the standard planning regulations owing to a special exemption that they are party to. Therefore, such works would not be brought to Ryde Town Councils attention for comment.


31/25 PLANNING APPLICATIONS


The following planning applications were considered by the Committee:


  1. Application No: 25/00185/HEDG

    Parish(es): Ryde Ward(s): Ryde Appley & Elmfield

    Location: Land Between Grasmere Av & Thornton Close, Appley Road, Ryde, PO33 1PG

    Proposal: Removal of a section of hedgerow located on Appley Road


    This application was for the removal of a length of hedgerow at the side of Appley Road. There appeared to be no harm to either the archaeology or the ecology of the area as there had been no concerns raised by such consultees; however, the application omits to mention two things:

Location: Barsby Lodge, St Georges Road, Ryde, PO33 3AS Proposal: Garden building to provide gym and pool house


Members noted that the application was for a new gym built in very close proximity to a tree which may have negative effects on it.

There were no concerns raised by members of the public or statutory consultees.


The committee were of the opinion that the number of piles used should be kept to a minimum of two across the front elevation. This should further minimise any potential damage.


The drainage and electricity services should enter or exit to the rear of the property and be kept outside of the root protection area.


After a proposer, seconder and a vote via a show of hands, the following was:


RESOLVED:


THAT Ryde Town Council raises no objection to the application, subject to the following:

  1. As the front elevation of the proposed development is well within the root protection area (and at that distance the root system is close together) Ryde Town Councils Community Planning Committee were of the opinion that the number of piles used should be kept to a minimum. For example, if possible, only 2 across the front elevation.


  2. The drainage and electricity services should be sited completely outside of the root protection area.

    Proposal: Retention/completion of single storey rear extension and raised decking area.


    Regarding item (i) Building To Rear and North of 7 Green Street, conditions of approval would be for the applicant to make a contribution to the Solent Special Protection Area (SPA), to Affordable Housing and that there is sufficient cycling and waste storage provision. It should also comply with the conditions set by island Roads in their report.

33/25 DEVELOPMENT STRATEGY SUB COMMITTEE – APPROVED NOTES FOR INTERNAL MEETINGS HELD ON 1 AUGUST, 27 AUGUST, 8 OCTOBER AND 10

DECEMBER 2024.


Members noted the approved notes of the meetings of the internal subcommittee.

34/25 ENFORCEMENT UPDATE

The committee were provided an update of the latest activity since the previous meeting.

It was noted that from June 2025, and as part of Ryde Town Councils drive on savings, the Enforcement Officers time would be reduced from four to two days per week.

Whilst the committee was very satisfied with the amount of work carried out since June 2024, there now needed to be more focussed work around high profile sites such as the former Royal York Hotel and the Town Hall.

35/25 PUBLIC REALM APPLICATION


There were no applications to consider.


Members noted that for the first time, the committees budget on public realm had been spent entirely, with many much needed projects getting approval and implemented.
